Julie Shroyer

President & CEO

Julie's clients have included health care professional organizations’ representing the nursing profession, nurse educators, nurse practitioners, social workers, PA educators, addiction professionals, hand therapists, clinical and research professionals, health care systems, patient advocacy organizations, biotechnology companies, and foundations.  

 

Julie was named to the Hill’s Top Lobbyist list for 2025 & 2024 and was honored to be selected to represent the industry’s savviest, most influential and well-connected advocates across Capitol Hill.  Additionally in 2024, Julie was inducted into the National Association of Social Workers Foundation’s Social Work Pioneers as a pioneering leader in government relations, dedicated advocate in health policy, and innovative social worker bridging policy and advocacy.

  

Julie was Senior Vice President and Chief Operating Officer at Wheat Government Relations (Wheat GR), where she headed up the firm’s health care practice for 12 years. Before Wheat GR, Julie was a Vice-President of Capitol Associates where her clients included health professional associations, medical research coalitions, and a large research university. Prior to her work in the private sector, Julie spent six years as Deputy Director of Congressional Affairs at the American Psychiatric Association where she worked on mental health parity and reform.  

 

Julie got her start on Capitol Hill as a professional staff member for the House Select Committee on Children, Youth and Families, working closely with Chairpersons former Congressman George Miller (D-CA) and former Congresswoman Patricia Schroeder (D-CO).  She continues to develop and maintain her extensive bipartisan network of contacts that include members of Congress, committee and personal staff, association leaders, and agency executives.
