About WSGR

Wheat Shroyer Government Relations (WSGR) operates with an unwavering commitment to quality and integrity.  With a bold vision of advancing the public service-oriented missions of its clients the firm brings together two leading Washington advocates, Julie Shroyer and former Congressman Alan Wheat. With a wealth of experience, extensive bipartisan relationships, and expertise critical to helping successfully navigate the ever-changing federal policy landscape, the firm has a history of successfully helping to forge sound public policy. 

 

During their government and government relations careers, the WSGR team has helped secure consequential changes to public policy during both Democratic and Republican Administrations. Their team was built to make a difference regardless of the majorities in Congress during periods of both unified and divided federal government control. They work to ensure their clients’ voices are heard, understood and astutely represented in Washington.  These efforts have resulted in impressive returns for clients including new legislation, amendments to current law, report language that guides agencies and regulatory changes through the Executive rule making process. 

 

The firm is proud of its record of success. Even more importantly, trust and rapport with clients is central to the firm and reflected in the length of its partnerships. Having served multiple clients for more than a decade the firm knows that straight forward counsel is a key to maintaining credibility with and for its clients. Honorable Alan Wheat

In 1982, at the age of 30, Alan Wheat ran for and was elected to the United States House of Representatives. Congressman Wheat made history by becoming one of the nation's first African-Americans to represent a district with a majority white population. 

 

He quickly became part of the House leadership as the youngest member in Congressional history to be appointed to the powerful Rules Committee. His work on the Rules Committee allowed him to impact major legislation and develop an extensive and bipartisan network of contacts in Washington.

 

In 1996, President Clinton called on former Congressman Wheat to assist in his re-election campaign. He was named deputy campaign manager and director of public liaison for Clinton-Gore '96 where he developed and executed plans that mobilized more than twenty essential constituency groups to support the president's re-election. In addition, he traveled across the country as a spokesperson for the president and vice president.

Julie Shroyer

Julie Shroyer’s long-term relationships with health and education policy decision makers allow her to be a forceful voice for clients’ interests.  She has more than 30 years of federal health policy experience including service on Capitol Hill as committee staff and in senior positions in the non-profit and private sector. Julie is a respected advisor to congressional and presidential campaigns; she is sought after for her recognized expertise in health care and public policy.

She is in daily contact with Washington’s leading health care experts on Capitol Hill, in regulatory agencies, national organizations, and advocacy coalitions.  Her work has resulted in numerous legislative victories, including increased Congressional awareness of client policy initiatives, passage of priority legislation, and successful implementation of regulations.
